Need help understanding matrix certification

 According to Oracle Forms and Reports 11g Release 2 (11.1.2.1.0) Certification Matrix System (http://www.oracle.com/technetwork/developer-tools/forms/oracle-forms-111210certmatrix-1886127.xls)

Item related to:

ALL products, version 11.1.2.1.0, with a processor HP-UX Itanium on HP-UX 11.31. 

It says under exceptions:

1. JDK 7 certification is available only with WLS 10.3.6+/Oracle Forms and Reports 11.1.2.1.0.

2. Oracle Forms builder and Reports builder are not supported

Reading item 2, its clear that Oracle forms builder is not supported, but reading item 1 it says JDK 7 is certified only with Oracle Forms and Reports 11.1.2.1.0. So, I understand from this that I must install Forms and Reports 11.1.2.1.0 in order to get certified JDK 7, but it will be Oracle Forms certified?
