Location Restriction

Hi,
I have a Item called X.
Making Inventory Transfer from Location A to Location B.

Now I want to restrict the 'Item X' in Location B, in such a way no Inventory Issues (IM) should not be allowed in this location.

How to accomplish the above requirement ?

Kindly treat this as most urgent please.
