Can not connect to FR, displaying 'You are not authorized to use this functionality. Contact your ad

Hi All,   We are using latest Hyperion EPM products and facing problem when trying to connect to FR server by using FR studio. Sytstem denied to connect by display ''You are not authorized to use this functionality. Contact your administrator.'.
   Our EPM system version is 11.1.2.3.0, running on Oracle Unix. The URL we are using is:http://servername:19000/workspace.
   Any one has idea on how to solve this problem?
