Local Unit in assignments form after upgrade to 12.1.3 for Swedish installation

Hi,

We are currently upgrading from 11.5.10.2 to 12.1.3 and are fasing a problem in HR.

We cant create new employees or update existing ones becaus of this mandatory field "Local Unit".

In 11i the "tab" where Local Unit resides is not showing any mandatory fields, but now in 12.1.3 the Local Unit is mandatory and there is nothing in the LOV in that field.

Do anyone have any suggestions on how to proceed?
