Issue To / Return From Field Location Transactions for Normal items

We are considering using Install Base / Asset Tracking version 12.1.3 to replace some customisations we have. We are upgrading from 11.5.10 and I am testing the various potential business scenarios to determine how the applications support the processes. We wanted all items to be depreciable but those that are used in WIP are not supported as depreciable. Similarly IR/ISO does not seem to be supported for Depreciable items. However if I set all the items as Normal items I have to use the Issue to Field Location transaction to create the asset. This requires the user entering the transaction
