'IBY_FD_EXTRACT_EXT_PUB' API

Dear community,
We have a requirement to call a custom program after format payment program in payment cycle. Can we use 'IBY_FD_EXTRACT_EXT_PUB' API for this purpose?

Please let us know below options that can be done in 'IBY_FD_EXTRACT_EXT_PUB' API

1. Using fnd_sumbit_request
2. DML operation
3. any other option to call

Please advise!
