Creation of Database Link in OEM 10g/11g/12c Repository Database (OMR)

Hi,

We have to create OEM Customized Report for Target Database Instances in 10g/11g GRID Control and 12c Cloud COntrol. And for that we need to create DB link in Grid Repository Database(Oracle Management Repository) to connect those Target Databases as it looks like reports only run against the OEM repository only.

As technically it is possible, we want to confirm whether Is it the legal way to create DB link in Repository Database to query Target Database to create OEM customized report ?

Hope it won't require any additional Licenses. 
Hope it is an authorized way to do if required.
