Migrating Apex application and the administration interface from one server to another

Hello,I am trying to migrate Apex applications and the Apex Admin interface from one server to another server and in that process I copied all the files to the new server and when I try to access the admin page I can't login to the admin page but the applications seem to work. Is there a procedure that I need to follow to migrate the admin interface ? Please let me know.
Version is Application Express 3.2.1.00.12.
