Local and Scan listener

Can someone please provide the below clarification:
Is it that when we use default port 1521 for local listener then listener doesn't have to be started explicitly. It will always be running behind the scenes and would be available.
and is it also that only when port other than 1521 is being used, that there would be an extra step to start this LOCAL listener.
Also, can local listener and SCAN listener be configured to use same port ? Are there any advantages or disadvantages of using same port for both local and scan listeners ? We cannot use port 1521 for any use according to our comapny's IT security policy. So we have to stay away from 1521. What is Oracles best practice for ports affecting scan and local_listener. ?
