12.1.3 Email center download processor error - IEM_DP_FOLDER_BUSY

Once or twice a week, OEC shuts down and does not move emails to OEC but can be seen in outlook. Looking at DP logs, there is error called IEM_DP_FOLDER_BUSY.
I searched metalink for IEM_DP_FOLDER_BUSY error (from IEM_DP_LOGS) and found 2 notes and have below quesitons:.
1. In note 1269478.1, solution suggested is to
"Increase the Download Processor parameter MAX_OPEN_FOLDERS number".
Can you please share some additional information on whats this parameter and its significance?
What factors to be considered for setting MAX_OPEN_FOLDERS? Our average is around 150 emails total across 7 email accounts every day.
