F4602 Negative Total Quantity

I am doing some testing with warehouse management and setup a scenario where the total quantity for an item was driven negative in a location due to WO completions.  I had a quantity of 30 in the location and completed a WO that had a quantity of 40 on the parts list.  This resulted in records in both F4602 and F41021 showing a total quantity of -10.  Upon creating and processing a fixed replenishment request for a quantity of 25 into the location I expected to see a total quantity of 15 for the location.  This is exactly what was shown
