need to schedule a job in dbms_scheduler to gather the schema stats in the database

 Please help me with the way how to schedule and define a job in dbms_scheduler to gather the schema stats in the database?

Should I define the gather percentage to be 70 or 80 for schema stats -- what all parameters should I define in schema stats gather for effective plan.
