Cancel Requisition - no control actions found for this document

Dear All,
i have problem when i want to cancel requisition line. i do the cancel with tools -> control, but popup message was occurs "No control actions found for this document".
the requisition line does not related to any PO. i check on action history, on field action describe "Adjust Reserve", i dont know what it means.

how to cancel that requisition?
