Item cannot be updated even the atttribute "Update Allowed" is true.

Dear Oracle experts,

In my custom form, i have a item based on table, it has the atttribute "Update Allowed" as 'TRUE', but it still cannot be updated. pls check the attached screenshot for details.

My EBS version is 12.1.3

Could you pls tell me what is the reason?
