ENCRYPTED_USER_PASSWORD have a value ‘INVALID’

Hi
This Fresh installation of 12.1.3 on AIX

We are observing that the ENCRYPTED_FOUNDATION_PASSWORD and ENCRYPTED_USER_PASSWORD have a value ‘INVALID’ for all users in the APPLSYS.FND_USER table in BRKCMNYT database.

Due to this we are unable to login to oracle application.
