Create Accounting after the Invoice validation show Phase "InActive" Status "No Manager"

Hello,
Application release is R 12.1.3 on Oracle Linux 5.5. After invoice validation when Create Accounting request is submitted it shows the Status as "NO Manager " and Phase  as 'Inactive" It was working fine before and its just today I am having this problem. 

In the system Administrator responsibility it shows the status of "Standard Manager" as 

Actual Target Running Pending
0         10       0          8

I tried to restart the manager as well, and it restarted successfully, but still the problem remains the same.

Any help how to solve this.?
