OEM repository performance issue

 hi experts
i see in  OEM repository a lot of waits, locks(mgmt_template_copies,  em_current_metric_errors and a lot of others) . DB works very slow. OEM console works very slow. 
i think some issue with statistics
recent changes - applied metric template on all ERP apps JVMs, ran DB segments shrinks and table and index reorgs.
what we should to check? how it can be fixed?
created SR but no response yet - due holidays.
