Need Help in Parameter set

  I  have two Data sets and one parameter for each.

In the Result set i want to have the Report which satisfies both the criteria's i.e. (parm1=x and parm2= Y) as well as the which satisfies at least one criteria  i.e. (parm1=x orparm2= Y)
Please refer the attachment for details.
