Bill Rate in the Time Entry Application

Hi,
I have one query. The Bill Rate in the Time Entry Application(P051121) is populated from the application P050231( Occupational Pay Rate). But Whenever we use the Overtime Pay, it does not show the rate as 1.5 times the Bill Rate set in P050231.
