We need to containerize differently for one customer, can this be done?

Hi.   We are a R12.1.3 WMS organization.   We need to containerize differently for one customer, can this be done?   For our EU partner, we need to ship products containerized on a EU pallet.    Is there a way to do that?    WHY are there no container rules?
