Voting disk by NFS unknow when network failure

Hi everyone!I have a problem with my 3 extended RAC node DB. We have 3 voting disk:
- 1 voting disk in site A with 2 node
- 1 voting disk in site B with 1 node
- 1 voting disk in site C and mount through NFS
Today, we have a maintain in site C so the server in these site must down. But I forgot the voting disk.
So, about 45 minutes of maintain time, we have big problem with our DB.
All DB node is running. But new connection to DB can't create. The exist connection is alive, but slowly to freeze after 15 minutes.
I checked the state of voting disk in site C is UNKNOW.
