How to restrict to create Purchase Requisition for specific Item categories

 Hi,
We need to restrict to create Purchase Requisition for specific Item categories. 

Is there any seeded setup to achieve this. I have used Item category security type enabled. But still we are unable to achivie the same.

Please suggest. we are in 12.1.1
