Create SR option is not visible.

  Hello,
Today I have logged in the oracle support ,and found that I dont have the option to create the SR, it was working fine before, and at the moment I have one SR for which I have requested the CLOSE and I needed to create a new SR but strangely could not find the option to create the SR in Service Request tab, I have checked the user profile, and there I have the option to create the update sr, download patch etc, but I can not find the option to create a new SR, 

Any idea what could be the reason for this ?
