Transferring items/stock from 1 inventory org to another inventory org belonging to different LE

Hello,
What are steps to perform transfer of stock in the following scenario

2 legal entities with 2 ledgers having 1 operating unit each and 1 inventory org each.

Legal Entity A with Ledger X and Operating Unit I wants to transfer stock to Legal entity B with Ledger Y and operating unit II. How to accomplish this in R12.1.3.

Please advise.
