Business Accelerator - assistance needed

Hi All,
I would like to install Oracle Business Accelerator in my fresh test-installation. I downloaded V41275-01 from e-delivery but when I tried to deploy it via change assistant I get "obsolete jde.ini" error.

Basically I would like to know if I am doing it right. I found this V41275-01.zip in TR 9.1.4.1 section in e-delivery. Does it mean that OBA is associated with tools? It is the first time I approach the subject and I am not quite sure what I am doing.

Can you please advise?
