Application Query Security not working for P42101 using Tools Release 9.1.3.4

I found an existing bug (13685800) that shows as being fixed in tools release 9.1.2., as related to application query security not working with P42101.  I am trying to test this with a tools release of 9.1.3.4., which should include the bug fix.  However, I cannot get P42101 from allowing an open search with just the Order Type populated.  I added the setup for P42101 and setup the configured fields.  I have All the Available fields showing under the Selected fields, exceipt for Order Type which I do NOT have under Selected fields.  My understanding of the setup is that it's
