Unable to Access Payment Administrator Menu from IT Administrator(GL-AP-PO)

 Hi All,

Sorry if the Post is for Wrong Community,

I am unable to access Payment Administrator Menu from IT Administrator(GL-AP-PO). I have compared both Payables Manager & IT Administrator(GL-AP-PO) responsibilities and both Functions are same. 

I am getting below error when i am trying to access it.

You have encountered an unexpected error. Please contact the System Administrator for assistance. 

Please let me know your thoughts.
