Localization application

Hi Room

Question on Localization application? We are going to be using JDE 9.1 located in north america but with some European operation for which localization ESUs will have to be applied. Is there a way to apply them specifically to those locations/companies or do they have to be applied on a global level to the the system?  How is this type of application usually done? i.e. where there is an organization with an instance of JDE with european and northamerican operation
