Roth calculations incorrect after y/e ESU applied

We have encountered the following issue after applying the y/e ESUs:

the system calculated Federal, FICA and State taxes incorrectly on the employees that have a Roth deduction. The calculation processed as follows.

Gross Pay
Less ROTH deduction
Taxable Gross – taxes were calculated from this amount.

This is what should have happened.

Gross Pay
Less Pretax deductions
Taxable FICA gross – FICA taxes are calculated from this amount
Less 401k deduction
Taxable Federal gross – Federal taxes are calculated from this amount

The ROTH deductions should not factor in at all to reduce taxable wages.

Has anyone else encountered this?  Do you have a resolution?  We have submitted an SR to Oracle, but have not heard back yet.  This is affecting current payroll processing.
