JDE OMW JDeveloper Install Path fails

I have been following the directions in the following document but when defining the JDeveloper Install Path in OMW. I get a JDeveloper Validation Error (pop up in OMW) with no reason. OMW just states invalid entry. This entry is valid according to P9603.

E1: BSSV: Getting Started with setting up and running E1 Business Services with WebLogic Server (WLS) (Doc ID 1302209.1)

Has anyone else experienced this? If so, what is your solution?
JDE.INI file updated  - CHECK
JDBJ.INI file update - CHECK
JDeveloper Installed and working per "Oracle® Fusion Middleware Installation Guide for Oracle JDeveloper
11g Release 2 (11.1.2.4.0)"
