Is there a standard API to allow for the upload of sales agreements similar to the Pricing Data Bulk

We would like to automate the creation of sales agreements on the system allowing users to simply upload the sales agreement from CSV once ready for approval. This will save much time in sales agreement loading and maintenance.

Also I'm looking for a way to push an already active agreement back to pre approval state, when the agreement is modified post approval. The modified agreement should have a new version/revision number. Today we are copying existing agreements, re-entering with amendments and re approving. This is very time consuming.
