Field Service Wireless URL with csfw.jsp returns: "You don't have permission to access http://rtiapp

We would like to start a session of the Mobile Field Service - Wireless app as described in document Get Started with Oracle EBS CRM - Mobile Field Service Wireless (Doc ID 1367711.1)

When we enter the appropriate URL in a laptop or hand held device: http:// <apps_server>:<port>/OA_HTML/csfw.jsp

It only gives us:  Forbidden  You don't have permission to access

http:// <apps_server>:<port>/OA_HTML/csfwlgnm.jsp?isSSO=Y&ssoHost=null&ssoPort=null&ssoRealm=null&ssoLoginFailed=Y on this server.

Since we were redirected from csfw.jsp to csfwlgnm.jsp I assume it is trying to log us in.  We do have Field Serivce up and running on our 12.1.3 EBS system.  We are able to login using the regular EBS login (eg.  RF.jsp).  We are also able to login using the mobile debug (eg.  csfwDebugValues.jsp)
