ADVANCED_SHIPPING_NOTICE generated error ' “Error inserting “Error inserting into ASHD” and prevent

Hi

We keep getting the error 'Error inserserting into ASHD' at the integration broker for ADVANCED_SHIPPING_NOTICE. We have to manually 'resubmit' each transaction for the error status to be updated to 'Done'. We were told because we have error lines at the ASN staging table and it is inserting the same ID (?). However, we cleared out all error lines or canceled them but still getting the error.  

Have anyone experienced this issue before and how do you fix it? We are using PS 9.1
