Order Level Automatic Modifier not automatically firing for Service Contract headers

 Automatic Discount Modifier created under OKS at the Order Level is not firing automatically and applying any adjustment for Service Contract Header. When the same modifier is updated and unchecked to be non-automatic, it becomes available at the Service Contract Header level to be applied manually. However out requirement is to apply adjustment at Service Contract Header Level automatically.

Do we not have functionality available to apply automatic adjustments at the Service Contract Headers in 12.1.3? Or are we missing a setup or profile option to trigger that?

Automatic Discount Modifier at Live Level work correctly with out any problems at the Service Contract Line level. But we want the same at Service Contract Header Level.
