different print in bursting control vs print when submit concurrent program?

 hi :

I am working to create a bursting control file so invoice, depend on the customer setup - attribute, can be either email or print.  I wonder will the brusting control is ALWAYS triggered even end user just want to run the program without actually email or print?  Is that possible?  What if the user just want to run the program with print copies = 1 so user can verify the invoice before email to our customer?  Is that possible?
