cost manager issue

cost manager is running, and I found that didn't come out any distributions within 30mins.

for example:
10:00 modify cost cutoff date, cost manager is running
10:00 - 10:30 didn't come out any distributions
10:31 cost manager start to process it and come out distributions.
I want to know what did happen. and what actions can I take at that time(10:00 - 10:30)?
