Dependency error while extracting ESU

 Hi,Currently I'm setting up new deployment server App ver 9.0, TR: 9.1.3.2. And i'm in the process of installing ESU. But while extracting ESU like JL20107 I'm getting an dependency error that Update 2 has to be installed.
But I have already moved the Planner data, tables, registry from the old deployment server to the new one. I didn't know why the Update 2 is not recognized in the new server
I verified
1. Regaistry entry for UL2
2.  tables F9670, F9671, F9672 in both local and system for the correct pathcode
3. Verified in GH9612, ASU application here it is listing.

Can anyone tell me is there anywhere where we should check?
