Vacation Rules for Journal Approval

In our original EBS environment, which was R12.0.6, if we created a workflow Vacation Rule, we could select 'Journal Batch' from the Item Type list of values (LOV) for the journal approval WF.  Now that we've upgraded to R12.1.3, 'Journal Batch' is no longer in the Item Type LOV for vacation rules.  Our workaround is to select the item type '--All--' for a vacation rule.  Is there something we need to do to make 'Journal Batch' visible in the Item Type LOV?
