Not able to chage the Location Scope from loccal to Global

Dear All,

I had Some location created, whih had the Transaction ,  In whcih it is Defined as the Local, I Want to change to Gloabl, it is giving Message the Field is Protected against Update.

Please Provide me details what is important of the Local and Global, how to change it and how it will impact on the system.
