No Item Instance Created for expense inventory item

Hello,
After creating an expense inventory item with Track in Install Base & Create Asset Flags checked. The profile option 'CSE:Do not create Assets for Expense Items' is 'No'.

When creating a PO receipt for the expense item , no item instance is created in install base.
