Inter-Org b/w non-opm org and opm-org

Hi

we have a scenerio to inter-org item from non-opm to opm org.

Once we go to make shipping network for two inv-org; at "Transfer Price" (T) price list is required to defined as mendatory. Please guide for below two queries.

1) Why it is required mendatory?

2) Can we make this non-mendatory and how?
