% sign is not working in search criteria for address book

There is some difference between the PY906 and GBPY906 Country environment%sign For searching the address no in any application for example (P0101SL) is working in GBPY906 but NOT working in PY906
Please find the documents attached
Requesting you to pls look into it why there is the difference (same issue is there in TN environment also)
