Value Set Security Rules not Working on DFF to disable only one segment

Hello Everyone,

Below is a requirement for the Value Set and DFF security rules.

Requirement is to disable a DFF segment for some responsibilities. To achieve this, we are using the standard Value Set Security Rules feature. The segment is getting disabled as expected, but when trying to update the other segments of the DFF, the security rule is throwing error.

Attached document gives the steps to reproduce the error and the security rule setup.

As per the setup, the security rule should let us disable only one segment for particular responsibility, but other segments should work fine.

Please let me know if you need any further information and the right method to achieve the same.
