11GR1 RAC / ASM question.

Hi ,
We have a 2 node RAC with ASM configured.   We have the following question for an Production environment.

ASM storage has failed and it will take some time to restore.   In the mean time , we are thinking to restore the last available backup in a new storage.  At this stage , ASM is down.   To startup ASM and oracle database in new storage , what  the steps required.

Is it possible to startup cluster and ASM without the existing storage ?
