R12 : ORA-01031: insufficient privileges when running patch number 7237006

Hi,
patch p7237006_R12.ATG_PF.A_R12_LINUX raised error ORA-01031: when running ademusr.sql script
note : we running adgrants.sql before apply this patch  (adgrants from patch number p7305220_R12.AD.A_R12_LINUX)


the script returns this error:

create profile em_oam_monitor_profile limit
*
ERROR at line 1:
ORA-02379: profile EM_OAM_MONITOR_PROFILE already exists
