oracle m4000 server will not reboot

Tried to reboot M4000 server but received error :

......... ip: ip_create_dl: hw addr length = 0

  1. svc.startd: The system is coming down.  Please wait.

  1. Resetting...

OpenBoot: no available scf path

SCFcmd:0x430 ignored due to no available path

reset-all is canceled due to no available SCF path

panic - kernel: prom_reboot: reboot call returned!

Tried full power cycle but getting  error when using poweron -a :
