Strategic Sourcing 9.1 Bid Factor hierarchy

Is there a hierarchy in Strategic Sourcing when using the Display Bid Factor Ideal Value checkbox on the Event Settings and Options page and the Ideal Response Required checkbox on an individual Bid Factor?  We are seeing some inconsistencies in results depending on which checkboxes are selected.
