IBM zS: Question regarding licensing for Access Manager for CICS or Access Manager for IMS/TM

Hi Folks,
I am working with a licensing question regarding Oracle RDBMS running on System Z. There is a component known as "Access Manager" that is associated with pre compiler usage. 

For Oracle RDBMS Enterprise Edition do any of you know if  either Access Manager for CICS or Access Manager for IMS/TM can be used with no additional licensing cost? This is for OS/390.
Any information or help would be greatly appreciated!
