Release 12.1.3

Procurment patch fails with  ORA-14450: attempt to access a transactional temp table already in use.

Merged four Procurement patches.  During the patch application,

a worker fails with


 Error in executing statement ALTER TABLE APPS.POS_PRODUCTS_SERVICES_GT MODIFY ( SEGMENT_VALUE VARCHAR2(150) )
 Error message is ORA-14450: attempt to access a transactional temp table already in use

The merged patches are 12625661,  15843459,  16367348,  17863140.
