could not open word editor

as we upgraded to Microsoft Office 2013 with win 7, we could not open the Word editor from oracle form (it worked on office 2003 and 2007) with this error message:

UNC paths are not supported. Defaulting to Windows directory. 'C:\program' is not recognized as an internal or external command, operabl program or btch file.

any suggestion or advice on it is appreciated.
